In collaboration with the Lebanon County Office of Mental Health / Intellectual Disabilities / Early Intervention (MH/ID/EI), I am pleased to share the Lebanon County Crisis Intervention System Dynamic Enhancement Plan. Prepared by The Panto Group, LLC, this comprehensive study serves as a foundational roadmap for evaluating, growing, and optimizing community based crisis response systems within Pennsylvania.
Core Focus Areas of the Study:
- National Benchmark Alignment: Evaluating current crisis services against the Substance Abuse and Mental Health Services Administration (SAMHSA) National Guidelines and the National Council for Behavioral Health Roadmap.
- System Workflow Mapping: Documenting and analyzing throughput, from initial 911/988 emergency dispatch to hospital emergency department processes.
- Multi-Agency Collaboration: Providing targeted strategic recommendations for law enforcement engagement, school district participation, and local human services coordination.
- Fiscal Sustainability: Analyzing complex funding structures and shifting service utilization metrics to establish long term operational stability.
By examining systemic challenges—such as recruitment, funding, and community education—this enhancement plan provides public leaders and stakeholders with a disciplined, data informed framework to strengthen the behavioral health safety net and improve overall continuity of care.
